What is HICAP?

HICAP, the Health Insurance Counseling and Advocacy Program, provides free, unbiased education, counseling, and advocacy about Medicare and related health insurance, including long term care insurance.

Welcome to Medicare Classes

HICAP provides Welcome to Medicare classes designed for Contra Costa residents. Classes are located around the County. Learn the fundamentals of Medicare.

Medicare Counseling

HICAP offers free, impartial, one-on-one counseling to help you with anything related to Medicare. Counseling is available in person, by phone, and via ZOOM.

Low Income Assistance

You may be eligible for one or more programs that benefit low income Medicare recipients. These include Medi-Cal, Medicare Savings Programs and Extra Help/LIS

Community Education

Contra Costa HICAP has trained Community Educators who can give presentations on a variety of topics related to Medicare. Presentations are suitable for groups such as service clubs, retiree and employee associations, professional associations, faith-based groups and more.
